Judy leads the fixed income credit research team. She is a member of the Fixed Income Investment Committee and the author of the book The Fundamentals of Municipal Bonds.

Judy Wesalo Temel is the director of fixed income credit research at Fiera Capital. She leads a team of four analysts and is responsible for approving or not approving the purchases of a broad range of municipal and corporate credit including state and local governments, higher education, health care, infrastructure, utilities, transportation, financials and other sectors. She directs the development of credit policy, databases, and other tools to manage clients’ portfolio credit risk. She is a voting member of both the Fixed Income Investment Committee and of the US ESG Committee. Judy plays a key role in Fiera’s US ESG strategies, and is involved in marketplace lending.

Judy was a co-founder and Principal of Samson Capital Advisors prior to its acquisition by Fiera Capital.  Earlier in her career, she worked at Goldman Sachs, Lehman Brothers, and in the New York City Comptroller’s Office. Judy is the author of The Fundamentals of Municipal Bonds, 5th Edition.  She has lectured and written extensively about municipal credit, state and local economies, ESG, and other aspects of the markets.

Judy is a Trustee of the Citizens Budget Commission, and a member of The Economic Club of New York, the National Federation of Municipal Analysts, and the Municipal Analysts Group of New York. In 2019, Judy was appointed to the United Nations Principles for Responsible Investment (PRI) Credit Ratings Advisory Committee. In addition, Judy is a founding member of the UJA Women on Wall Street and is a founder of the Women’s Enterprise Action Loan Fund. She was previously a member of the New York Metropolitan Transporta­tion Authority Inspector General Management Advisory Board. She also served as a Board Member of the New York City Municipal Water Finance Authority and as Chair of the Cornell Alumnae Council, and was on the MSRB EMMA Development Advisory Group. 

Judy holds a BS from Cornell University and an MPA from New York University.
